Minutes of the Fifth Meeting of the 2012/2013 Parish Council held at 7.30 pm on Thursday 28th March 2013 in the Wittering Bowls’ Club Pavilion

1. APOLOGIES FOR ABSENCE
There were apologies for absence from Robin Talbot and John Holdich (Ward Councillor).
2. DECLARATIONS OF INTEREST
Simon Hurn declared an interest in his on-going work for the Parish Council.
3. POLICE MATTERS
There were no police representatives present.
4. MINUTES of the Fourth Meeting of the 2012/2013 Parish Council held on Thursday 10th January 2013 were reviewed, approved and signed by the Chairman.

5. MATTERS ARISING
i) Co-Option of Parish Councillor
The Clerk confirmed that Peterborough City Council had not received a request for an election and therefore the Parish Council was able to co-opt a Parish Councillor to fill the vacancy. To date, there had been no expressions of interest from any resident wishing to fill the vacancy and so the Clerk will put up a poster advertising the vacancy.
ii) Community Leadership Fund Application
The Clerk had received an e-mail from a local resident who was concerned that if a shelter is erected in the play park, it will attract teenagers and there may be problems with noise and underage drinking. Philip Portess proposed that no further action should be taken with the requested shelter; this was seconded by Simon Hurn and agreed by all present.
iii) Rose Walk
It was noted that the work had been undertaken to clear up the back of Rose Walk.
iv) Housing Development Scheme off Old Oundle Road
The Chairman reported on a meeting he had attended with the site owner, the site owner’s agent, a PCC Planning Officer and Ward Cllr John Holdich regarding this proposal. It was agreed that when a properly constituted outline planning application has been submitted, an exhibition will be held in the Parish Hall so that all residents can study the proposed Housing Development Scheme and express their views accordingly.
The list from 10th January – 27th March 2013 was reviewed and discussed.
i) Statement and Bank Reconciliation at 28th March 2013 was reviewed and approved as presented.

The Chairman stated that the Clerk had obtained an insurance quotation which was significantly cheaper than the current insurer’s quotation. He and the Clerk will be meeting with the current insurer to discuss this on 3rd April 2013.
The Chairman reported that the Parish Hall car-park is in urgent need of repair and needs a new layer of tarmac. Initially, one-third of the car-park will be repaired and then the whole car-park will have a new layer of tarmac.
The Chairman stated that in previous years, the Parish Council had made small grants to local organisations and he would like to continue with this. All Parish Councillors were asked to consider to which local organisations they would like to make small grants as this will be discussed at the next Parish Council Meeting.
The Parish Council had received a request for a contribution to a residential course to be attended by service and civilian young people who attend the Project Tuesday Youth Group. Jon Warters proposed that a £300 contribution is made by the Parish Council, this was seconded by Philip Portess and agreed by all present.
8. PUBLIC PARTICIPATION
The members of the public present did not have any issues they wished to raise.
9. ANY OTHER BUSINESS
Nadine Fountain stated she would be attending the Peterborough Northern Policing Team Neighbourhood Panel Meeting to be held at All Saints; Church, Wittering on 9th April 2013. She will pass on the Parish Council’s concerns regarding the dangerous parking of vehicles on the bend opposite The Phoenix Public House.
The Chairman asked the members of the public to leave the meeting in order to discuss the Parish Clerk’s salary (see Confidential Addendum).
10. DATE OF NEXT MEETING
The Annual Parish Meeting and Annual General Meeting of the 2013/2014 Council will take place on Thursday 9th May 2013 at 7.00 pm in the Wittering Bowls’ Club Pavilion.
There being no further business to discuss, the Chairman closed the meeting at 9.00 pm
