Minutes of the Second Meeting of the 2012/2013 Parish Council held at 7.30 pm on Thursday 18th October 2012 in the Wittering Bowls’ Club Pavilion

1. APOLOGIES FOR ABSENCE
There were apologies for absence from Sam Cooper, John Holdich, Simon Hurn, Roger Paull and Wg Cdr J Ogden.
2. DECLARATIONS OF INTEREST
There were no declarations of interest.
3. POLICE MATTERS
PCSO Aimee Hunter was welcomed to the meeting. She introduced herself and explained she covers the Glinton & Wittering Ward. She is currently based at Bretton Police Station but there are plans to move to Thorpe Wood Police Station in the New Year. She had checked whether there had been any incidents or reported crimes in the past three months in Wittering. There had been none although the Chairman stated that there had been some vandalism in the playground near Wittering Primary School.
It was noted that following an accident when a motorist spun a car off the road, the kerbs need replacing on Old Oundle Road. The Clerk will report to Highways Department.
4. MINUTES of the Inaugural Meeting of the 2012/2013 Parish Council held on Thursday 2nd August 2012 were reviewed, approved and signed by the Chairman.

5. MATTERS ARISING
It was confirmed that the proposed site visit had taken place and two residents now parked their vehicles on a hard-standing area outside the front of their properties. Another resident had erected railings to denote the boundary of his property. It was noted that as this is a neighbour dispute rather than a Parish Council issue, no further Parish Council involvement is required.
The Clerk had reported the overgrown footpaths to the Acting Footpaths Officer. It was noted that the overgrown hedge outside Wittering Primary School has been cut back but still needs further attention.
It was noted that there is still a large amount of surface water collecting in the dip down Old Oundle Road but it was acknowledged that this has been an on-going problem for many years. The Chairman will speak to Simon Hurn to see if he is able to help to alleviate the problem. It was noted that the Highways Department had dealt with the potholes down Old Oundle Road.
Community Leadership Fund Application
Robin Talbot suggested that the Parish Council could apply for a grant from the Community Leadership Fund to purchase a “Welcome to Wittering” sign at both ends of the village with possibly a flower box sited underneath. He agreed to obtain more details of possible designs and the price. It was agreed that the Parish Council could apply for a grant for benches in the playground and near All Saints’ Church and at any other suitable locations identified by the Parish Councillors. It was agreed that the Parish Council could apply for a grant for bulbs and/or trees for the village.
The list from 1st August – 18th October 2012 was reviewed and discussed.

The Chairman explained that Mr H Warren had recently undergone an operation and this is why he was unable to attend the meeting. He said that he would like to pay Mr Warren the £5,000 Retirement Gratuity that had been agreed at the meeting held on 2nd August 2012 now, rather than wait until the next meeting. This was proposed by Geoff Dunkley, seconded by Philip Portess and agreed by all present.
It was noted that, despite earlier optimism, the boilers in the Parish Hall will not last through the winter and will need to be replaced. The Chairman is in the process of establishing the cost of this.
It was agreed that the charges for hiring the Parish Hall will be reviewed when the budget for 2013-2014 is drafted. Any amendments will not be put into place until April 2013.
8. PUBLIC PARTICIPATION
There were no members of the public present.
9. ANY OTHER BUSINESS
Geoff Dunkley reported that the rents for the allotments will be due in October each year from now on because this is more appropriate when tenants give up an allotment at the end of the growing season. He confirmed that there is a waiting list for vacant allotments.
The Chairman reported on a recent visit to Wittering Primary School. He had found the experience extremely positive particularly as the children are polite and well-behaved and it was obvious that they enjoy attending school.
10. DATE OF NEXT MEETING
The Third Meeting of the 2012/2013 Council will take place on Thursday 6th December 2012 at 7.30 pm in the Wittering Bowls’ Club Pavilion. Light seasonal refreshments will be available at 7.00 pm to commemorate the retirement of Mr Warren. Robin Talbot gave his apologies for absence.
There being no further business to discuss, the Chairman closed the meeting at 9.30 pm
