Minutes of the Third Meeting of the 2012/2013 Parish Council held at 7.30 pm on Thursday 6th December 2012 in the Wittering Bowls’ Club Pavilion

Prior to the meeting, the Parish Councillors gathered to say thank you to Mr H Warren who has retired as Wittering Parish Clerk after 22 years in the role. The Chairman gave a short speech thanking Mr Warren for his diligent and meticulous service throughout this time. Mr Warren thanked the Chairman and stated that his 22 years as Parish Clerk had been among the best and most enjoyable of all his 60 years of working life.
Wg Cdr Ogden introduced herself and was welcomed to her first meeting. She explained her role at RAF Wittering and shared her thoughts and aspirations for the future of both RAF Wittering and the village.
1. APOLOGIES FOR ABSENCE
There were apologies for absence from Sam Cooper, Nadine Fountain and Robin Talbot.
2. DECLARATIONS OF INTEREST
Simon Hurn declared an interest in his on-going work for the Parish Council.
3. POLICE MATTERS
There were no police representatives present but PCSO Aimee Hunter had submitted a report. There had been one burglary, an incident where the fire doors of the Spar Shop were found open when morning staff arrived to open up and three local males are on bail for burglary to properties in the village. There has been an increase in diesel being stolen from vans and vehicles with large fuel tanks and the advice is to park vehicles in garages or secure compounds when possible or park fuel tank close to wall or fence as this will prevent/limit access to the fuel tank.
4. MINUTES of the Second Meeting of the 2012/2013 Parish Council held on Thursday 18th October 2012 were reviewed, approved and signed by the Chairman.

5. MATTERS ARISING
Community Leadership Fund Application
The Clerk had received a request for a covered shelter in the play park near Wittering Primary School. The Clerk will check whether planning permission is required and, if planning permission is not required, will obtain details of designs and prices so that this request can be discussed further. It was agreed that local residents should be consulted for their views.
It was noted that bulbs and trees had been purchased to enhance the attractiveness of the village.
Simon Hurn confirmed that he had dug out the drain down Old Oundle Road and this had helped to alleviate the problem of the surface water collecting in the dip.
The list from 19th October – 6th December 2012 was reviewed and discussed.
i) Statement and Bank Reconciliation at 6th December 2012 was reviewed and approved as presented.

The Chairman reported that he had received a quote of £5,000 to replace the boilers in the Parish Hall but this work would not be undertaken until the New Year.
8. PUBLIC PARTICIPATION
There were no members of the public present.
9. ANY OTHER BUSINESS
Geoff Dunkley reported that the back of Rose Walk is extremely overgrown and needs attention. Wg Cdr Ogden stated that she would deal with this problem.
10. DATE OF NEXT MEETING
The Fourth Meeting of the 2012/2013 Council will take place on Thursday 10th January 2013 at 7.30 pm in the Wittering Bowls’ Club Pavilion.
There being no further business to discuss, the Chairman closed the meeting at 9.30 pm
