1. APOLOGIES FOR ABSENCE
There were no apologies for absence.
2. DECLARATIONS OF INTEREST
Simon Hurn declared an interest in his on-going work for the Parish Council.
3. POLICE MATTERS
There were no police representatives present.
4. MINUTES of the Fourth Meeting of the 2013/2014 Parish Council held on Thursday 16th January 2014 were reviewed, approved and signed by the Chairman

5. MATTERS ARISING
i) Village Sign
Geoff Dunkley brought along a couple of draft designs produced by Glyn Mould. It was agreed that the Chapel will not be included but will be replaced by Wittering Primary School. The Clerk will confirm the order and pay a 10% deposit. The Community Covenant Award for £5,000 will fund the Village Sign. The Clerk will send a thank you letter to Mr R Thrower, Headteacher of Wittering Primary School for the work the pupils had undertaken in producing a selection of designs. An official unveiling of the Village Sign will take place later in the year.
ii) Hillside Gardens Playground
The Chairman stated that he was in the process of obtaining quotations for the supply of two benches/seats.
iii) Wittering and West Rural Children’s Centre
The Community Covenant Award for £49,000 will fund the costs of running of Wittering and West Rural Children’s Centre until 31st March 2015 and funding is being sought for the costs of running it from 2015 onwards,
iv) War Memorial
It was agreed that the Clerk will contact Rev D Maylor to arrange a Joint Meeting with Rev (Sqn Ldr) I Brown (RAF Padre) and the Chairman to discuss the the preparation of the ground and the siting of a War Memorial in the grounds of All Saints’ Church, Wittering.
The list from 16th January – 19th March 2014 was reviewed and discussed.
The Chairman confirmed that PCC Highways Department are now responsible for dealing with parking issues in the Village but all residents should be encouraged to park considerately.
It was noted that a thank you card had been received from Wittering Senior Citizens for the refurbishment of the bench outside Townsend Close.
It was agreed that the development of a Community Learning Hub within Wittering Village was a desirable and worthwhile project and the Parish Hall will be made available free-of-charge (subject to availability).
i) Statement and Bank Reconciliation at 28th February 2014 was reviewed and approved as presented.

ii) Parish Hall Hire Fees
It was agreed to lower the Parish Hall Hire Fees from £20 to £15 to Wittering Residents as from 01/04/14.
iii) Sports & Social Club Rent
It was agreed to raise the Sports & Social Club Rent from £3,000 to £3,500 as from 01/04/14 and £500 of this to be ring-fenced for the replacement of the Parish Hall Roof.
iv) Community Covenant Grants
It was noted with pleasure that Wittering Parish Council will receive £5,000 towards a Village Sign and £49,000 for the running of the Wittering and West Rural Children’s Centre for one year. The Clerk will send a thank you letter to Group Captain D Alexander. Any future ideas for applications for a Community Covenant Grant will be discussed with Mark Davis, Community Development Officer.
8. PUBLIC PARTICIPATION
Ms Alex Terry introduced herself as an Independent Candidate for the Glinton and Wittering Ward.
Diane Lamb invited Parish Councillors to a Coffee Morning to meet the prospective European MP and Shailesh Vara, MP to be held 10.30 am – noon on 12th April 2014 at Castor Village Hall.
9. COMMUNICATION PROTOCOLS FOR PARISH COUNCILLORS
It was agreed that if anyone planned to make a tape recording of a Parish Council Meeting they needed to declare this at the beginning of the Meeting.
It was agreed that although Parish Councillors are able to communicate with outside organisations as individuals, any communication from Wittering Parish Council has to be undertaken through the Clerk.
Geoff Dunkley asked if there was going to be a charge for the emptying of the brown bins. Diane Lamb confirmed the charge will be £36 and will start in mid-2014.
Geoff Dunkley stated there were several large potholes on Church Road, The Clerk will contact Brian Rowcroft, Area Highways Inspector at PCC to request a walk-around the village with the Chairman.
Jon Warters stated there were several incidents of motorists making U-Turns at the Junction between Townsend Road/A1 North. The Clerk will ask the Highways Agency to replace the No U-Turns sign.
Wg Cdr Ogden stated the Cambridge University Air Squadron and No 5 Air Experience Flight currently based at RAF Wyton and East Midlands University Air Squadron and No 115 (R) Squadron currently based at RAF Cranwell, will relocate to Wittering in April 2014. All of the Squadrons currently operate the Grob Tutor aircraft. Wittering will return to its origins of being a training unit for aspiring pilots whilst maintaining its core function of being the home of the RAF’s Expeditionary Logistic Force. In addition to the flying squadrons relocating to Wittering, the No 71(IR) Squadron will relocate from MOD St Athan to Wittering.
Wg Cdr Ogden confirmed that there had been an increase in the opening hours for the gates to the entrance to RAF Wittering on Townsend Road but this is still under review due to further cuts in manpower.
11. DATE OF NEXT MEETING
The Annual General Meeting of the 2014/2015 Parish Council will take place on Thursday 8th May 2014 at 7.30 pm in the Wittering Bowls’ Club Pavilion.
There being no further business to discuss, the Chairman closed the meeting at 9.20 pm
